Insulation and air sealing rebates in Pennsylvania
1 program pays toward insulation and air sealing in Pennsylvania right now, with 5 separate offers between them. The largest stated amount is $575 (a maximum), from PPL Electric insulation and air sealing rebates (Income-based (0–250% of the federal poverty level)). This is a utility program, not a Pennsylvania state program: it pays only PPL customers, and the other Pennsylvania utilities' own programs have not been read yet. The federal 25C credit for this upgrade ended on December 31, 2025, so the state and utility money below is what is left.

Worked example: one Pennsylvania home
Take 1,000 square feet of attic insulation across 2 large zones, on a project that costs $5,000, in a home heated with oil. These are example inputs, not typical prices. Each program's own rule gives the amounts below; where one program has several tiers only the largest one counts, separate programs add up, and a percentage offer with no cost entered is shown at its ceiling.
| Utility | Not income-qualified | Moderate income | Low income |
|---|---|---|---|
| PPL Electric Utilities | $200 | $200 | $575 max |
For a household that is not income-qualified, the example comes to $200, made of $200 from PPL insulation (Central A/C, non-electric heat). A household that meets a program's low-income definition gets $375 more in the same example, because 1 offer is paid at the income-qualified level.
Who can use these Pennsylvania offers
Every household in Pennsylvania covered by PPL Electric can apply; the offers are not limited to one utility's territory. The earliest end date among these offers is May 31, 2031.
Federal credit and state IRA rebates
The Energy Efficient Home Improvement Credit (IRC §25C) paid 30% of insulation and air-sealing materials, within the $1,200 annual limit (labor not included). The IRS page says: “can claim the credit for improvements made through December 31, 2025.” Not allowed for property placed in service after December 31, 2025. Pennsylvania's Inflation Reduction Act home energy rebate page was not reached on the last check, so its status is not shown here. The federal status page lists every state whose status was read.
